Cambodia Sends in Rangers Only After Volunteers Film ‘Illegal Logging’

Khut Soeum's 15-member patrol found the loaded truck and was told no officers were available, with the Environment Ministry confirming it learned of the case through social media

Rangers reached a loaded timber truck inside Cambodia’s Prey Lang Wildlife Sanctuary only after an unarmed volunteer patrol found the vehicle and put its photographs online, by which time most of the timber had gone. That is according to Khut Soeum of the Prey Lang Community Network, whose 15-member patrol intercepted the truck in Preah Vihear’s Thmea commune on 26 July.

“If those responsible are not punished, these crimes will continue,” Soeum said, urging the Ministry of Environment to investigate the case thoroughly and prosecute those behind it after years of patrolling one of Cambodia’s largest protected forests.

Support never reached the patrol in the field, with an environment official, Yan Sophanna, telling the group that not enough officers were available, and members turning to social media in the hope that authorities would act. The ministry’s own account confirms the route, noting that it received information about the case via social media.

Soeum’s account and the ministry’s diverge over what happened next, with the patrol putting the load at 283 planks and 5.6 cubic metres, and rangers confiscating 50 planks, totalling just 1 cubic metre, after the truck and its occupants had left. Soeum said most of the timber disappeared within an hour of the patrol returning home, before the ministry announced its figure, and he has called the sequence highly suspicious.

Fear kept the 15 members off the road in front of the vehicle, where they judged the suspects could drive through the group, and they filmed and photographed the load instead while alerting environmental officials. The men working the truck unloaded timber before fleeing, and the network has identified the vehicle’s owner.

Instructions to act had reached Preah Vihear three weeks earlier, with Senate President Hun Sen meeting provincial, district, and commune officials in Kratie on 6 July and naming the province among the four that share the forest. Authorities there must “work together to prevent illegal logging,” he said, warning against allowing one of Cambodia’s most important forests to fall into a state of degradation.

Evidence from the wider patrol runs well past that single load, with the network counting 211 sawn planks, four timber posts, two chainsaws, and three tractors across three nights and four days from 24 July, and six suspects taken into custody. Patrol members also recorded 21 freshly cut stumps, five newly cleared plots, and one wildlife trapping site.

A case file is now promised, with the provincial environment department preparing a submission for prosecutors, and Cambodianess reporting that ministry spokesperson Khvay Atitya had not responded to its questions before publication.

Official figures set the scale of the response across the sanctuary, with joint teams of rangers, provincial authorities, and local communities running 853 patrols in the first four months of 2026 and opening 178 natural resource crime cases. Investigators referred 83 of those cases to the courts and arrested 13 people, part of a pattern of community tip-offs and slow charges that the Environmental Investigation Agency now tracks across the region.

Prey Lang covers more than 489,000 hectares across Kratie, Stung Treng, Kampong Thom, and Preah Vihear, and ranks as the largest remaining lowland tropical evergreen forest in mainland Southeast Asia. The CEEJA Fourth Monitoring Report recorded 9,532 hectares of forest cover lost across the sanctuary in 2023, a 10.3 per cent increase on the previous year, with the network filing 8,428 monitoring incidents over the same period.

It comes as forestry ministers from 21 Pacific Rim economies closed two days of talks in Shenzhen this week with a joint pledge to strengthen enforcement against illegal timber, a bloc taking in Vietnam and Thailand but crucially not Cambodia.

Enforcement runs the same way well beyond the Mekong, with cartel-controlled mills in Mexico producing 19 arrests and two convictions across eleven months, and a US Justice Department campaign ranking timber trafficking the third most lucrative transnational crime. Chilean prosecutors moved the other way this year, converting a record 108-tonne narcotics-in-timber seizure into raids and summonses across two countries within weeks.
